Anyone with a x0xb0x can test one for you (as long as they have an IC socket fitted). Also the standard datsheet of this IC and other IC's in general have a test circuit you can make on a veroboard etc.

I should have added: Would be best if the person is in the US so that turnaround is quick and shipping inexpensive.
