The idea of this visualization is very simple:
to draw circles using frequency spectrum data of short time segments of sound file


The most important rules for drawing circles are:


Vertical position of the center is proportional to frequency: in other words, vertical axis represents frequency.

Horizontal position of the center is determined by the channel (left or right), and aligned on a axis which can 'vibrate'.

Diameters are proportional to the amplitude of the corresponding frequency component.

This sort of thing can be implemented quickly and easily with maxMSP. With the Jitter plug-ins they can be quite complex and interesting as well, utilizing 3d rendering and effects.
