A battery has a positive and a negative voltage.
You can use several ICs with one battery, as long as you make sure to connect each chip to the common negative voltage (V-, ground)

The pulse width modulation is the trick to get a delay.
The monostable multivibrator CD4098 is one.

I don't know many, but often soft synths are trying to imitate hardware synths in a rather pathetic way.

Glad you found it. As far as components are concerned, indeed old electrolytic caps are the nr one suspect.

An advice about replacement : don't use tantalium types, and prefer the modern aluminium ...

I think 8200 k means 8200 pF, but I'm not 100% sure.

You're right, I suppose. LED's have a voltage drop of 0.7 volt like any diode, so it represents a certain resistance.
So I guess LED's in series take the same power, but each one will be less bright ...
