I would really like to make a CD that has/does all of the following:

    Has audio files, wave format
Has a music video or two
    Has a text README
Has installers for VLC for various OS's
Plays on computers (this it does without further do)
    Plays audio on CD players
    Plays video on DVD players

Is this possible? If so, how?

You are looking to make a "mixed mode" (also known as "mixed format" or "multi session") CD.

There are some utilities that do this. I use Toast for such things, that's on Apple OSX. There are some utilities for Windows which purport to do such things as well but I can't vouch for them. Nero is supposed to be able to do this.

Also note that it's up to the player whether or not everything you're trying to do will work. Some DVD players recognise CDs with MP3 data on them, and can do various video decoding other than MP2.

Thanks, Ed. I pulled out my Nero CD and it does do that. I didn't see a way to create a VCD that plays video on DVD players and audio in CD players, but I created an audio data CD. I'll just put it in the README that you have to play the video on a computer.
