The schematic specifies a 25k pot for the Speed pot. Can I use a 20k?

I would think so, but you might not get the full range that a 25K would offer.

Just a guess....somebody smarter than me chime in.

20k will be fine.

The speed pot is working a voltage divider. Usually when a pot is used as a divider you can get away with a wide range of values, say 10k to 100k.

On this circuit the 1k resistor between +V and the pot will make a very small difference if you use a smaller valued pot (20k) but not enough to worry about.
