I am wondering which one of these two designs would give me a better pulse to manually clock a cd4017? Is it A, or would B suffice? Or is there a better way of doing this - using the fewest amount of parts as possible? I am looking for a single pulse per button push.

I think neither would work at the moment as it only charges the capacitor, there is nothing to discharge it. But that's not what you want anyway
or at the very least you would have to place the schmitt trigger after it. For creating single pulses I like the NE555 in monstable mode. Let me
see if I can find and example, I probably used it in some circuit,..

hmm can't find one right now but it is pretty much this:

though I never used the diodes and you don't need R3.
R4/C2 set the pulse width, can be pretty small with a 4017, 10K + 10nF or something probably works fine,
but you do have to make sure that the combination of R2/C1 creates a shorter pulse. so if you use 10K for R1/R2 and 1nF for C1
it should work. If you still notice some bounce you can just increase the values. It's not the lowest parts count but a 555 doesn't
take up a lot of space and is pretty cheap.

If you want to do it with a schmitt trigger than this will work
