Can anyone explain what this section of a MIDI file is doing?

Thanks. I couldn't find the answer to my problem though.

I have an example at www.apolitical.info/midi/txt2mid.php .

It creates a midi file that Windows Media can play properly - but with QuickTime it plays for a while, then the rest of the track is silence.
