half working benjolin?

I built my Benjolin at a workshop a couple years ago and recently attempted to hook it up to a power supply. I think I must have fried an IC or two, bc the terrible smell of burned plastic was obvious. I located a chip that was hot to the touch, removed it, got the exact replacement)one of the TL074), but after new install, things are still strange.
issues:
-clock(?) doesnt seem to work. i.e. no stepped notes anymore. just derranged tones.
-both oscillator frequency knobs function but only at the very far end of the dial. takes some very fine tuning to get any noise out of it.
-runglers and filters seem to work fine or close to normal
-main issue I can deduce is with the oscillators.

can someone help me troubleshoot this?
I have not used any voltage testing device yet as I am very unfamiliar with how they work. I am a bit of a layman with electronics but willing to try out anyones suggestions for how to pinpoint and fix these issues.
Also, I will be using batteries only from now on...
