The ribbon is designed to be connected to a VCO using a mono patch cable. When you plug this into the tip/ring/sleeve socket the tip carries the CV and the sleeve of the mono jack connects the ring and sleeve connections together, this connects the battery and turns the ribbon controller on. This means that the battery won't drain when the cable is removed.
To connect it to a VCO you need a mono socket for the VCO the tip connection goes to the CV In and the sleeve connection goes to ground on the VCO board.
If you are building them as one unit, then the ring and sleeve connections go to ground and the tip connection goes to the CV In.
