Question about voice synthesizer / mechanical larynx effects

Hi all. I'm trying to create the robotic voice as heard in the "all your base" videos. As far as I can tell, 3 voices were used, two of which are simply Microsoft Sam type TTS while the 3 one (the one that actually says "all your base...") is not readily available in XP.

I'm trying to find a program or method to either generate said sound effect or possibly modify (say, my own voice recordings) audio to sound like that.

What you are looking for is a vocoder. Typical use is to take a voice in one input and some sort of tone or chord in the other. It applies the tone color of the tone input to the voice.
